UK Councils Plan to Dispose of Social Clubs and Leisure Facilities to Balance Books

According to a latest survey of municipal councils, English councils are planning to sell community centers, sports centres, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Growing Fiscal Pressures Drive Asset Sales

A coalition of councils for major urban areas in the UK reported that 60% of local authorities are planning to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have previously come under fire for selling public land and land to support their finances, but they argue they must proceed to raise vital cash from asset sales or face insolvency.

This coalition noted that a significant number of councils attempting to raise money from a quick sale of assets marked “a clear change from 2024, when the majority (six in ten) of local leaders said they would focus on restructuring services and using financial reserves to manage increasing fiscal pressures.”

Specific Cases of Planned Disposals

One local authority in southeast England said its asset disposal plan featured the sale of a shopping centre in a local town and a social club in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the plan.

Local Levy Increases and Broader Fiscal Pressures

The survey of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to raise council taxes next April to cover the rising cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

The authority explained it will press ahead with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these take time to achieve both improved services and cost efficiency,” stated a council leader.

He continued: “There are population challenges which will continue to add to the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Trends and Projections

Research of regional authorities recently further found local finances being stretched by the increasing figures of young people and adults needing Send support.

A network of councils said that local shortfalls will reach £4.4bn a year by 2029, as they struggle to manage increased demand.

Ministers have delayed scheduled changes to the special educational needs framework until next year after a white paper outlining those reforms has been postponed.

Disadvantage and Financial Shortfalls

Based on the most recent indices of deprivation (IMD) for English councils, several participating urban areas were among the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the latest deprivation indices,” said the report.

“While only one key city is in the top 10 for disadvantaged communities nationally, cities are far more likely to be in the worst-off 20% of England. The figures highlights the scale of difficulties confronting local leaders across major urban centers in the next twelve months,” the report added.

“Local government leaders have been clear about the necessity for a equitable and lasting funding system that reflects and addresses the real levels of disadvantage and demand,” said a council leader.

“Lacking this, councils will persist to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the survey revealed.
