19 of Medvedev's 21 victories have been won on hard courts
A resurgent the Russian player won his maiden title for 882 days with a win over Frenchman Moutet in the tournament championship match.
The Russian, a former world number one, has had a difficult season, achieving just one win at the Grand Slams and suffering a difficult moment at the American major.
His inconsistency on the ATP Tour - and issues with his serving in particular - resulted in him dropping out of the world's top 10 and finally separating with long-time trainer Gilles Cervara.
Now collaborating with his coach and his other coach, the tennis star has consistently improved in the past month - culminating in a closely contested competitive win over opponent Moutet.
This marks his initial trophy following the 2023 Rome Masters and maiden on a hard court since spring of the previous year.
Success also signifies he has secured twenty-one titles at 21 distinct events.
"This marks the first occasion I am participating in a event with my children simultaneously, so to get a title is particularly special," said world number 14 the champion.
"This victory is in tribute of my second daughter Victoria, because the maiden victory I achieved when my first daughter my daughter was born was for her."
Medvedev, the 2021 US Open champion, had failed in his last six finals, including in Halle previously this season.
Medvedev's counter-punching play style and recurring outbursts on the tennis court had caused some to doubt if his ability to play at the highest level was over.
However the athlete has made changes in the past month, making an effort to come to the net and play aggressively, reinforced by an improved serving game.
The champion came back from a break down in the initial set against the tricky opponent, securing four of the final five exchanges to go ahead.
Both players traded breaks in the following set before the Frenchman, striving for his maiden tour victory, seized the initiative to force a decider.
He defended 4 early chances in a close third set before the champion broke to 15 to secure the win.
Appropriately, the winner secured the title with a point at the net, with the Frenchman failing to handle a shot after over two and a half hours.
